How to Apply for a Belarus E-Visa from India (2026 Guide)

Why the Belarus E-Visa Matters for Indian Travellers
Indian passport holders can now apply online for a Belarus entry visa. The Embassy of Belarus in New Delhi confirmed that e-visa entry opened on 18 September 2026. You do not need an embassy visit, an invitation letter or a courier.
This guide explains how to apply for a Belarus e-visa from India, step by step. It covers the €66 fee in rupees, the insurance rule, flight routing and what to carry at Minsk Airport. I have marked every rule that comes from an official page. Prices and fares are labelled as snapshots.
I check routing and insurance first when I plan visa-led trips at Astamb Holidays. Both can stop a traveller at the airport. Belarus adds a third item, the Russia rule, which I cover in detail below.

What Changed for Indians in September 2026
Before this, Indians had two options. They could apply at the Belarus embassy in New Delhi, or use a visa-free route that needs a used Schengen visa. The e-visa adds a third door.
One Indian outlet reported that the Council of Ministers approved the move on 14 September 2026. The embassy then announced the launch four days later. The foreign ministry says all earlier visa-free rules stay in place.
⚠️ Visa Advisory: Rules for new schemes can change quickly. Check the embassy and e-Pasluga pages again before you pay

Maximum stay | Up to 30 days |
Invitation letter | Not required |
Entry points | All international checkpoints: road, rail and 6 airports |
Insurance | At least €10,000 cover, valid in Belarus |
Biggest trap | No entry into Belarus from Russia on an e-visa |
Carry at the border | A printed copy of your e-visa |
Which Entry Route Fits You?
Indians now have three ways into Belarus. Pick the one that matches your passport history and your route. The wrong choice can mean a refused boarding.
The E-Visa Route
The e-visa works for any Indian ordinary passport holder. You do not need a Schengen visa. It is valid at every international checkpoint.
The embassy page lists six airports: Minsk, Brest, Gomel, Grodno, Mogilev and Vitebsk. It also lists road and rail crossings. Only Minsk has real connections from India.
The Visa-Free Airport Route
The foreign ministry lists India among nations that can enter visa-free for up to 30 days. There is a strict extra condition for Indians. You need a valid multiple-entry EU or Schengen visa with a border-crossing mark in your passport.
You must also hold a ticket that leaves Belarus within 30 days. You must enter and exit through the six airports named above. Flights from or to Russia do not qualify.
Quick Decision Table
Question | E-Visa | Visa-Free Airport Entry |
Needs a Schengen visa? | No | Yes, multiple-entry and already used |
Fee | €66 | None |
Maximum stay | 30 days | 30 days |
Entry points | All international checkpoints | 6 airports only |
Exit points | Any international checkpoint | The same 6 airports |
Arrival from Russia | Not allowed | Not allowed |
Best for | Most Indian travellers | Frequent Schengen visitors |
💡 Local Insight Tip: If you already hold a used multiple-entry Schengen visa, compare the €66 fee against the visa-free rules. The e-visa gives more freedom on entry points. The visa-free route costs nothing.
Belarus E-Visa Rules for Indians
The rules below come from the foreign ministry, the Belarus embassy in New Delhi and the E-Pasluga service page. Read them before you book flights.
What the E-Visa Allows
Single entry only
Stay of up to 30 days
Individual visa, not a group permit
Issued for tourism, business or private visits
Also issued for events and internships
If you leave Belarus, the visa is used up. Plan your 30 days around one continuous stay.
What You Do Not Need
The embassy states that e-visas are issued without visa support documents. That means no tourist voucher and no invitation letter. You also do not visit a consulate.
The E-Pasluga page does not publish a document upload list. Keep a clear passport scan and a recent photo ready. The form may ask for them.
Processing Time and Deadlines
The decision comes within 7 calendar days. The service page also asks you to apply at least seven calendar days before your entry date. I would apply two to three weeks ahead, to leave a buffer.
⚠️ Visa Advisory: The portal warns that inaccurate form data may lead to refusal of entry. Check every field against your passport before you pay.
How to Apply for a Belarus E-Visa from India: Step by Step
The whole process runs on E-Pasluga, Belarus's state services portal. There is also a mobile app. Use only the official domain, e-pasluga.by.
Step 1: Create Your Account
Open e-pasluga.by and switch the language to English. Register with an email address, a mobile number, or a Google or Apple account. You will then verify your identity.
The service page says an SMS code is needed to receive the e-visa service. It lists the countries whose mobile operators currently deliver those codes. India is not named in that list as I write this. The page says more countries are being added.
💡 Local Insight Tip: Create your account this week, even if you travel next month. Test the SMS step early. If the code does not arrive, you will still have time to fix it.
Step 2: Find the E-Visa Service
Sign in and search for service code 3.04.01. The service name is "E-visa issuance". Accept the terms and open the form.
Step 3: Fill In the Form
Enter your details exactly as they appear in your passport. Use Latin letters. Check the day and month order in every date.
Full name as printed
Passport number and dates
Planned entry and exit dates
Address of your first hotel
Step 4: Pay the Fee
Payment is by Visa or Mastercard. The total is paid once, when you submit the form. Switch on international online payments in your bank app first.
Step 5: Wait for the Decision
The result arrives in your E-Pasluga account. It is either a notice with a PDF of the e-visa or a refusal notice. Download the PDF straight away.
Step 6: Print Your E-Visa
The portal says to print the e-visa and carry it at entry, exit and during your stay. The embassy says you may show an electronic or paper copy on request. I would carry two printed copies and keep a PDF on your phone.
Belarus E-Visa Cost in INR
The fee has two parts. The consular fee matches the one for a traditional visa. The service fee covers online processing.
Fee Breakdown
Component | EUR | Approx. INR |
Consular fee (Indian citizens) | €60 | ₹6,510 |
Internet and service fee | €6 | ₹651 |
Total | €66 | About ₹7,160 |
I used ₹108.5 per euro, a mid-market rate seen in early October 2026. Your card will add its own forex markup. The rate moves daily, so recheck before you pay.

Fees for Children
The consular fee is free for children under 14. The €6 service fee still applies to every applicant. A family of four with two young children would pay for four service fees and two consular fees.
Illustrative Trip Costs
These figures use Wego search data sampled on 15 September 2026. Fares and room rates change often. Treat them as a starting range.
Item | Lower Sample | Higher Sample |
Return flight | ₹71,644 (Hyderabad) | ₹1,58,755 (Delhi) |
Hotel, per night | ₹4,320 (3-star) | ₹21,603 (5-star) |
E-visa | ₹7,160 | ₹7,160 |
Insurance | Price varies | Price varies |
A five-night trip with the lower sample flight, lower sample hotel and the visa comes to about ₹1,00,400. The higher samples come to about ₹2,30,500 with a mid-priced 5-star room at ₹12,912. Both exclude insurance, food and local transport.
💡 Local Insight Tip: Hyderabad was the cheapest origin in the sample, but the journey took about 23 hours with a long wait in Dubai. Delhi was the fastest, at about 18.5 hours.
🏥 Insurance, Passport and Funds Checklist
Border officers can refuse entry if you miss these items. Read each one before you pack.
Medical Insurance
The foreign ministry requires a health insurance certificate to get a visa and cross the border. Your policy must meet four tests.
Cover of at least €10,000
Valid across your whole stay
Names Belarus or the whole world as the area
Shows your name and the insurer's contact details
A policy that lists only "Europe" or "Schengen" does not name Belarus. Pick one that says "worldwide" or "Belarus" clearly. Take a screenshot of that line.
Where to Buy It
You can buy from a foreign insurer, or from Belarusian insurers Belgosstrakh or Beleximgarant. The ministry also says you can take out cover at border checkpoints at international airports. I would still buy before you fly, to avoid a queue and a surprise price.
Passport and Funds
For the visa-free route, the foreign ministry asks for a passport valid 90 days beyond your departure date. The e-visa page does not repeat that figure. I would follow it anyway.
The same page asks for funds of two base rates per day. A Wego guide, citing Delhi embassy rules, puts this near €25 per day. The e-visa page lists no funds rule. Carry proof of money anyway.
The Russia Rule: How to Route Your Flights
This is the most important planning point. Read it before you buy a ticket.
What the Official Pages Say
The embassy states that, for technical reasons, foreigners cannot enter Belarus from Russia on a Belarus e-visa. It adds that Russia currently does not allow foreigners to enter Russia on a Belarus e-visa directly from Belarus.
The foreign ministry's visa-free page adds context. Flights between Russia and Belarus count as internal flights with no border control. Without border control, there is no entry stamp.
What This Means for Your Ticket
Do not route through any Russian airport. That includes Moscow and St Petersburg. A cheap fare through Russia can leave you unable to use your visa.
Route Type | Status |
India to Dubai to Minsk | Works |
India to Istanbul to Minsk | Works |
India to Doha or another Gulf hub to Minsk | Works |
Any route with a Russian airport | Avoid |
Flight Options from India
Wego's September sample found Minsk connections through Dubai, Istanbul and other hubs. None of the routes ran through Russia. One report says direct flights from Minsk to Mumbai and Goa are planned but have not launched.
From | Sample Fare (Return) | Journey Out | Connection |
Delhi | ₹1,58,755 | 18h 30m | Dubai |
Mumbai | ₹1,00,572 | 36h 45m | Muscat, Istanbul |
Bengaluru | ₹1,28,310 | 28h 30m | Delhi, Istanbul |
Hyderabad | ₹71,644 | 23h 30m | Dubai |
Chennai | ₹1,24,138 | 27h 15m | Delhi, Istanbul |
Kolkata | ₹1,17,453 | 32h 30m | Dhaka, Istanbul |
These are snapshots from 15 September 2026. Check live prices before you book.
💡 Local Insight Tip: Check the airport code on every leg. Moscow airports are SVO, DME and VKO. If any code on your itinerary matches, change the booking.
Arriving at Minsk Airport
Minsk National Airport handles most international arrivals. Keep your papers in one folder in your hand luggage.
Documents to Carry
Passport with 90+ days of validity
Printed e-visa
Insurance certificate with the area line visible
Return or onward ticket
Hotel booking with address
Proof of funds and some cash
Why Paper Matters
The foreign ministry says foreigners must show the e-visa, in electronic or paper form, on request. Phone batteries die and airport Wi-Fi fails. A printout removes that risk.
Registering Your Stay
Belarus law requires foreigners to register where they stay. The foreign ministry says to do this within ten days. Its visa-free page says registration applies when you stay more than 10 working days.
Hotels and Private Stays
The ministry says hotels, hostels and sanatoriums register guests by default at check-in. Ask the front desk to confirm. If you rent a private flat, you must register yourself.
The online portal is portal.gov.by, and the service is free. The ministry lists the service code as 200.12.14.1. You enter your passport details, insurance, entry date and address.
A Note on Timing
The Wego guide says the Delhi embassy uses a five-day threshold. The ministry's pages say ten. Registering early costs nothing, so I would do it in the first few days.
You do not need to carry proof of registration. The ministry says you can simply tell the border officer when you leave. A screenshot of the confirmation speeds things up.
Money and Connectivity
Money is the area where Indian travellers need the most care. Do not rely on one payment method.
Cards and Cash
Several guides say foreign Visa and Mastercard cards work in some places and fail in others, because of sanctions. Take a mix of cards and cash in euros or US dollars. Exchange it at banks and licensed exchange offices.
Bring crisp banknotes with no tears, stains or marks. Exchange desks can refuse damaged notes. Pay shops in Belarusian roubles.
Carrying Cash
The US State Department's country page lists a US$10,000 currency limit for entry and exit. Keep your cash well below that figure. Use a money belt and keep your cash in two places.
💡 Local Insight Tip: Break your cash into two lots. Keep one in your daypack and one in the hotel safe.
⚠️ Safety and Travel Advisories
You should know the advisory picture before you book. It is mixed, and it differs by country.
What Governments Say
The US State Department rates Belarus Level 4: Do not travel, in an advisory dated 29 December 2025. It cites unrest and the risk of harassment by Belarusian security officials. The UK Foreign Office advises against all travel to Belarus, and updated its page on 10 September 2026.
Those advisories are written for US and UK citizens. I did not find a current Indian advisory aimed at tourists. Check the Ministry of External Affairs pages and the Embassy of India in Minsk before you go.
Practical Precautions
Share your itinerary with family
Save the Indian embassy contact offline
Keep insurance papers printed
Avoid political discussions in public
Follow local rules on photography
I include the last two as common sense for any destination where authorities are strict. Neither comes from an Indian advisory.
⚠️ Visa Advisory: Treat the advisories as a planning input. Decide with your family, and re-check them the week you fly.
What to See in Belarus
Belarus works best as a short, city-and-castle trip. Most first visits centre on Minsk and the UNESCO castles.
Minsk
The Wego guide lists the central sights as Trinity Suburb, Victory Square, Independence Square, the Red Church and Gorky Park. All sit within about a mile of the centre. The National Library, with a rooftop viewing deck, is about 6.3 km out.

Mir and Nesvizh Castles
Mir Castle Complex is a UNESCO site, inscribed in 2000. It lies roughly 100 km west of Minsk. The foreign ministry says Nesvizh Castle, home of the Radziwill family, is 112 km from Minsk. Travel guides put the two 27 to 32 km apart, so many visitors see both in one day.

💡 Local Insight Tip: Hire a driver or join a day tour for Mir and Nesvizh. Public buses between the two are limited.
Brest and Belovezhskaya Pushcha
Belovezhskaya Pushcha National Park lies about 70 km north of Brest. It sits on the Polish border. Foreign visitors have long needed a document from the park for border-zone access.
I could not confirm the current rules for e-visa holders. Contact the park through npbp.by or a licensed operator before you plan this stop.

A Sample 7-Day Plan
This is my planning suggestion, not an official route.
Day | Plan |
1 | Arrive in Minsk, walk Trinity Suburb |
2 | Independence Square, Red Church, Victory Square |
3 | Mir and Nesvizh castles with a driver |
4 | National Library and Gorky Park |
5 | Train to Brest |
6 | Belovezhskaya Pushcha, if access is confirmed |
7 | Return to Minsk, depart |
🚫 Mistakes That Can Derail Your Trip
Most problems come from small errors. These are the ones I would guard against.
Mistake | Why It Matters |
Routing through Russia | You cannot enter from Russia on an e-visa |
Applying late | The portal wants 7+ days before entry |
Wrong insurance wording | The policy must name Belarus or the world |
Typos in the form | Inaccurate data can lead to refusal of entry |
Assuming visa-free works | Indians need a used multiple-entry Schengen visa |
Relying on one card | Foreign cards can fail |
You may be asked for a paper copy |
🧳 Pre-Departure Checklist
E-visa printed twice
Passport valid 90+ days after exit
Insurance with Belarus or worldwide wording
Flights with no Russian airport
Hotel booking with full address
Crisp euros or US dollars
Two different bank cards
Indian embassy contact saved offline
Frequently Asked Questions About the Belarus E-Visa
Do Indians need a visa for Belarus?
Yes, unless they qualify for the visa-free airport route. That route needs a valid multiple-entry EU or Schengen visa that has been used. Other Indian travellers can now apply for an e-visa.
Is there a Belarus e-visa for Indian citizens?
Yes. The Embassy of Belarus in New Delhi announced that Indian citizens can enter on an e-visa from 18 September 2026. You apply on e-pasluga.by under service code 3.04.01.
How much does the Belarus e-visa cost in INR?
The total is €66, which is about ₹7,160 at ₹108.5 per euro. That is a €60 consular fee plus a €6 service fee. Your bank may add a forex markup.
How long does the Belarus e-visa take?
The decision comes within 7 calendar days. The portal asks you to apply at least seven calendar days before your entry date. I suggest two to three weeks ahead.
Can I apply for a Belarus e-visa at the last minute?
Not reliably. The portal asks for applications at least seven calendar days before entry. A late application risks missing your flight.
Do I need an invitation letter for Belarus?
No. The embassy says e-visas are issued without any visa support documents. That removes the old tourist voucher.
Can I fly to Belarus via Moscow on an e-visa?
No. Foreigners cannot enter Belarus from Russia on a Belarus e-visa. Flights between the two countries are treated as internal, with no border control. Route through Dubai, Istanbul or another non-Russian hub.
Do I need a Schengen visa for the Belarus e-visa?
No. The e-visa does not need a Schengen visa. A used multiple-entry Schengen visa matters only for the separate visa-free airport route.
Is travel insurance mandatory for Belarus?
Yes. The foreign ministry requires a certificate with at least €10,000 of cover. It must be valid during your stay and name Belarus or the whole world. Without it, you can be refused entry unless you buy cover at the border.
Can I use Indian debit or credit cards in Belarus?
Do not rely on them. Guides report that foreign Visa and Mastercard cards work in some places and fail in others. Carry cash in crisp euros or US dollars.
Is Belarus safe for Indian tourists?
Advisories differ. The US rates Belarus Level 4, and the UK advises against all travel. I found no current Indian tourist advisory. Check the Ministry of External Affairs and the Indian embassy in Minsk.
Is the Belarus e-visa multiple entry?
No. It is a single-entry visa for up to 30 days. If you leave Belarus, the visa is used.
Can children apply for the Belarus e-visa?
Yes. The consular fee is free under age 14. The €6 service fee applies to every applicant.
Do I need to register after I arrive?
Hotels register guests by default, according to the foreign ministry. If you stay in a private flat, you must register yourself on portal.gov.by. Do it in the first few days.
✨ Final Thoughts: Is the Belarus E-Visa Worth It?
The e-visa removes the old hurdles of embassy visits and invitation letters. For many Indian travellers, that makes Belarus far easier to reach. The €66 fee is modest next to the flights.
My advice is simple. Create your E-Pasluga account early and test the SMS step. Buy the right insurance, avoid every Russian airport, and carry cash and a printed visa. Then check the advisories once more the week you fly.
